Owner of TAD Group Ivan Todorov remains in custody on charges of organising crime group

Sofia. The owner of TAD Group, Ivan Todorov, will remain in custody on charges of organising a crime group, said the Appellate Special Prosecutor's Office.
On 9 September 2019, the Special Prosecutor's Office brought new charges against Ivan Todorov, Kristian Boykov and Georgi Yankov, who had already been charged with cyberterrorism. They are now accused of participating in an organised crime group involved in coercing companies to become clients of TAD Group (a crime under Article 213a of the Criminal Code). The owner of TAD Group, Ivan Todorov, has been charged as the leader of the group.
Today, 13 September 2019, a three-member panel of the Special Criminal Court of Appeal upheld the first instance court's ruling, rejecting Todorov's request for changing his custody on remand into a more lenient measure. The appellate judges found that sufficient information was available to make a reasonable assumption that he had committed the crimes he was charged with, including as the leader of a crime group, and that he could commit a new crime and impede the investigation.

Sofia. The Special Prosecutor's Office has issued a European Investigation Order to be executed in France, said the Prosecutor's Office. In the course of the investigation, the editor-in-chief of Bivol website, Atanas Chobanov, will be interrogated regarding facts in the pre-trial proceedings against TAD Group employees relevant to the subject matter of the case. The European Investigation Order will be sent to the French authorities, as the permanent address of the editor-in-chief is in France.

Sofia. The Special Prosecutor's Office (SPO) has asked the Special Criminal Court to impose remand in custody on Ivan Todorov, the owner of cyber security company TAD Group, on charges of incitement to cyberterrorism, said the Appellate Special Prosecutor's Office. At 1:00pm, before the start of the court hearing on the measure, Prosecutor Evgenya Stankova, Head of the Anti-Terrorism Unit at SPO and the prosecutor in charge, Kalin Bliznakov, will make a statement in the building at 90, Cherkovna St.
The prosecutors will make statements after the end of the court hearing, as well.

Sofia. The ad hoc committee on the hack attack on the National Revenue Agency (NRA) will hold its first meeting today at 3:00 pm in Hall 3 of the National Assembly. The committee members will adopt internal rules of procedure. They will also hear representatives of the tax agency, the Ministry of the Interior and State Agency for National Security.
The committee was set up on 25 July 2019 by the National Assembly. The draft decision was tabled by GERB Group’s Chair Dr. Daniela Daritkova and a group of MPs. 171 MPs unanimously voted in favour. According to the decision, the committee will have a three-month term of office and will conduct an inquiry into all facts and circumstances surrounding the leak of personal information from the NRA's electronic databases.

Sofia. The Special Prosecutor's Office has brought charges against three people over the hack attack on the National Revenue Agency, said the Appellate Prosecutor's Office.
The pre-trial proceedings against Kristian Boykov were instituted by the Sofia City Prosecutor's Office and the initial charge against him was of computer crime. However, the collected evidence pointed to a crime against the state with the purpose of instilling fear and intimidation in the civilian population, a crime punishable with 5 to 15 years in prison and falling under the competence of the Special Prosecutor’s Office, which is now supervising the investigation.
The special prosecutors found further evidence suggesting the involvement of two more persons, the commercial director and the owner of TAD Group, the employer of Kristian Boykov.
The commercial director was charged with instigating the crime and was released on a BGN 20,000 bail.
The same charge was brought against the company’s owner. As he was not found at his address, he was declared wanted nationwide and will be issued a European arrest warrant.
The charge against Kristian Boykov has been changed and he is now accused of being the perpetrator of the crime, acting in complicity with its instigators, for which he received a BGN 20,000 bail.
The collected evidence suggests that the NRA's database was not the only one hacked by the three suspects, data was downloaded from servers of an insurance company, an Internet service provider, among others.
The investigation is ongoing, further charges could be brought against other people, the prosecutor’s office said.

Sofia. The Parliament has included in its today’s agenda a draft decision to set up an ad hoc inquiry committee over the hack attack on the National Revenue Agency, Focus News Agency reports. The decision to set up an ad hoc committee was made at a meeting of GERB’s Executive Committee. With that decision, GERB’s Parliamentary Group has been assigned to table the establishment of an ad hoc committee at the National Assembly, which will conduct an inquiry into all facts and circumstances surrounding the unauthorised access to personal data in the system of the National Revenue Agency.

Sofia. The evidence collected so far confirms Kristian Boykov’s involvement in the hack of the National Revenue Agency (NRA), the Bulgarian Prosecutor's Office said in a press release.
From the seized computer device from Boykov’s office, the law enforcement authorities established that Boykov had the NRA's database at his disposal before it was leaked on the Internet. He had accessed data in the NRA system and changed the original date of the files to 10 November 1989, which coincides with the date of the leaked files.
It was established that between 10 July 2019 and 12 July 2019, three days prior to the leak, the NRA database was searched from Boykov’s office computer. The personal identification numbers of the prime minister and the chief prosecutor, among others, were entered in the search. The search results Boykov sent to another person.
A file created on 11 July 2019 contained the specific names of 106 databases identical with the 57 NRA leaked databases, which prosecutors consider an “indication that Boykov has the complete database downloaded from the NRA system, not just the part available on the Internet."
On 16 July 2019, an email from an "anonymous Russian hacker" was received by bTV, Nova TV and Capital. At this point the investigators have no doubt that the email was created and sent by Kristian Boykov, the press release reads.
The investigation is ongoing, including into the possibility of other people’s involvement.

Sofia. The Sofia City Prosecutor's Office has brought charges against a 20-year-old man arrested on suspicion of involvement in a hacking attack against the National Revenue Agency (NRA), said the Prosecutor's Office.
The Sofia City Prosecutor's Office is in charge of the pre-trial proceedings investigating a data breach at the NRA tax agency that leaked the personal data of over 5,000,000 Bulgarian and foreign citizens and companies.
One of the files contained data of a specific PC, unique username, date, time, and a software application, which led the investigators to the 20-year-old K.B., a cyber security expert from Plovdiv.
On 16 July 2019, the law enforcers raided the suspect’s home and office and seized computers, hard drives, USB flash drives and two mobile phones.
The evidence was sufficient to bring charges against K.B. If convicted, he faces five to eight years in prison and a fine up to BGN 10,000.

Sofia. "We have a suspect for the hack attacks, he was detained yesterday afternoon. He works at a cyber security company. Part of his duties was to test a company for vulnerabilities to prevent such attacks," Yavor Kolev, head of the Cyber Crime Department of the General Directorate for Combating Organised Crime told Nova TV.
"We have seized evidence – a laptop from his workplace, two – from his office, a PC with data pointing to his complicity. With high probability, we can say we have identified a suspect involved in thе attack," Kolev said. He further said all leads in the hack attack against the National Revenue Agency are being investigated. He denied that the arrested man is a Russian citizen married to a Bulgarian, as alleged in the emails sent to media on Monday.

The investigation into the hacker attack on the National Revenue Agency continues, measures have been taken to minimise the damage, Interior Minister Mladen Marinov said during a press briefing after a meeting of the Security Council with the Council of Ministers, Focus News Agency reports. "I will briefly inform you about what was discussed with the Security Council. We informed the prime minister about the facts. So far it has been established that a message to Bulgarian media had been sent from a Russian domain," he said. The links in the message lead to a server containing information from the NRA’s server, which has been confirmed, the minister said. "On the prime minister’s orders, the information systems of the other state institutions are also being inspected to detect vulnerabilities," Marinov said.
