According to the indictment, in the period from 27 June 2018 to 5 December 2018, in his capacity as senior public official, Krusev failed to fulfil his duties under the Public Procurement Act, as well as his duties assigned by the Mayor of Sofia Municipality. He took steps to substantially modify the public procurement contract with GP Group, with which he brought benefits to the GP Group and contributed to significant harmful consequences for Sofia Municipality: the municipality paid the company BGN 621,194.01 for construction and assembly works, as well as BGN 298,669.54 for unfinished construction works, or a total of BGN 919,863.55 VAT included.
These are higher prices benefiting the GP Group, when the difference in the bid price offered by the winner and the second highest bidder in the public procurement is compared.
In addition, according to the changes to the project, 144 m of ordinary rails were laid in a section of the tram tracks and not the ones set out in the public procurement contract, resulting in damage of another BGN 21,707.14 VAT included for the municipality.
The court decided that the conditional release and the ban to leave the country imposed to Evgeni Krusev were adequate measure and will remain in force.
