Bulgarian Parliament rejects no confidence motion against Borissov’s government over healthcare

Sofia. The Parliament voted down a motion of no-confidence in Prime Minister Boyko Borissov’s government over its healthcare policy, Focus News Agency reports. The motion was rejected with 133 votes against, 99 votes for and no abstentions.
According to the Parliament rules, a motion of confidence on the same grounds can be tabled no sooner than six months after the previous vote.
The motion was tabled on 15 October by the Bulgarian Socialist Party (BSP) and debated on Friday. The arguments of the opposition Socialists were divided in three parts: the state of the healthcare sector, the proposed reforms in the system and the BSP’s alternative.
This is the third motion of no confidence in the Borissov’s cabinet. The previous two, over corruption and security, also failed.

Sofia. BSP leader Kornelia Ninova said Boyko Borissov’s government has brought Bulgarian healthcare to a state of collapse and must resign. After 10 years of Borissov government, healthcare is no longer accessible and free and people have to rely on ties and money, the opposition leader said during the debate in Parliament on the no-confidence motion against the Borissov 3 cabinet over healthcare, Focus News Agency reports. She said that patients pay out of their pockets despite the constant increase in public funding and that 80% of the hospitals are concentrated in three major cities, while the municipal hospitals risk bankruptcy, owing a total of BGN 500 million. She criticised the government for its drug policy and policy towards hospital staff, poor prevention against severe diseases and a delay of regional health infrastructure. She said that instead of reforms, the government has only proposed a mechanism to increase revenues for the National Health Insurance Fund through additional payments from Bulgarians. She declared that the state must return in healthcare management, regulation and control and guarantee everyone access to healthcare.

MRF has its own arguments that are different from those of BSP, Mustafa Karadayi, who chairs the party’s group in Parliament, told reporters about the no-confidence motion over healthcare submitted to Parliament by BSP, Focus News Agency reports. “In this sector, the picture is not good. The problems are getting worse every year instead of being solved,” said Karadayi. “We will present our arguments in session,” he said.

Sofia. A transition from the present business model in healthcare to the West European model will be very difficult, sociologist Zhivko Georgiev told Focus Radio, commenting on BSP’s no-confidence motion against the government. He said that triggering a debate through the motion was a worthy goal and that healthcare, being one of the most problematic areas of state government and Bulgarians’ life, should not be neglected. “Healthcare has largely lost its public service character and has become a commercial activity. Healthcare is becoming more and more inaccessible to those who do not have the magical resource of money. It is increasingly concentrated and centralised in Sofia and 5-6 larger cities,” Zhivko Georgiev commented. Nevertheless, he is sceptical that the debate in parliament will be meaningful.

Sofia. Despite radically different policies on healthcare, MRF will likely support BSP’s motion of no confidence against the government, as they are against the existing model in the sector, BSP leader Kornelia Ninova told a press conference after meeting with representatives of municipal hospitals in Bulgaria, Focus News Agency reports. “On the subject of health, we have radically different policies with MRF. They have been pushing for years for demonopolisation of the [National] Health Fund and creation of multiple health funds,” while BSP wants to preserve the national fund and improve funding and control, Ninova said. Once it completes talks with organisations and submits the motion, BSP will be open to talks with all parties within the Parliament, its leader said. She warned that ruling party GERB’s reform in healthcare would be a burden for the poorest.

BSP is ready with its arguments for the vote of no confidence over healthcare, but the motion will be submitted to Parliament only after consultations with patient organisations, municipal hospitals and doctors, BSP leader Kornelia Ninova told a press conference, Focus News Agency reports. This week the party will focus on these meetings to discuss the arguments and present its own proposal for healthcare. The vote of no confidence will likely be submitted next Monday, Ninova said.

BSP will submit to Parliament the vote of no confidence against the Borissov 3 government early next week without consultations with other parties, BSP group’s deputy chair in Parliament, Krum Zarkov, told reporters regarding the no-confidence vote over healthcare, Focus News Agency reports. BSP will prepare its arguments by the end of this week. “We will submit clear arguments as well as our alternative proposal for another type of healthcare system, and everyone who identifies with them is welcome to support us,” Zarkov said.

Sofia. The vote of no confidence is a natural response to the government’s proposed health reform that is largely disapproved by the public. This is what sociologist Yuri Aslanov said in an interview with Focus News Agency about the third no-confidence vote against the Borissov 3 cabinet, this time over healthcare. He said the no-confidence vote was no surprise but a logical and natural response to the proposals for health reform. He noted that the ideas with majority public support in Bulgaria were not proposed. This is a good opportunity for the opposition to make clearly known the unpopular decisions prepared by the government and to present its own ideas for health reform, part of its Vision for Bulgaria project, the sociologist said.
