Yambol. Second samples have been taken in all the farms in Bolyarovo with the exception of Hristo Hristov’s farm, represented by Ana Petrova and Todor Hristov, Yambol Governor Dimitar Ivanov told Focus News Agency. “They do not observe the law on veterinary medicine,” Dimitar Ivanov said. “The Bulgarian Food Safety Agency’s doctors are unable to do their job by law regarding the examinations and the taking of second samples,” he added. He could not say when the results would be ready. The sampling began on Monday and continued in border villages yesterday, the governor said.

BGN 2 million paid so far under de minimis on rinderpest in Yambol and Burgas

Sofia. Until now, the State Fund Agriculture has paid BGN 2.05 million in de minimis aid to 364 farmers in the seven municipalities in Yambol and Burgas with restrictions in place because of the ovine rinderpest outbreak, the fund said.
Compensations will be paid not only to the owners of euthanised animals but to all other farmers affected by the ban on the sale of dairy and meat products outside the restricted area.
The de minimis aid comes in addition to the compensations already paid to farmers for euthanised animals.

Yambol. The disinfection in the village of Sharkovo will continue until tomorrow, Yambol Governor Dimitar Ivanov told Focus News Agency in the morning. In the meantime, the measures will remain in place for the 3-km area, set by the Bulgarian Food Safety Agency.
The issue of the second samples that have to be taken in a farm in Bolyarovo is still unresolved, Ivanov added.
Focus recalls: Since July 22, the village of Sharkovo has been cordoned off by gendarmerie. The police carry out an order issued by the food safety agency which banned access to the village within a radius of 3 km.

Although the authorities have an order for euthanasia, they have agreed to take second samples as requested by Anna Petrova but have been unable to contact the owners since then, the governor said. “In fact, she puts us in the position that we cannot take second samples,” he said. Asked what will be done if the farmers disagree, he said there were some options but no decision yet.

The clinical examinations of animals in the adjacent villages in the observation area continue, Minister of Agriculture, Food and Forestry Rumen Porodzanov said in Parliament during a hearing on ovine rinderpest, Focus News Agency reports. Although it is not dangerous for human health, the virus affects sheep and goats, through direct contact, fodder, equipment or vehicles. “The occurrence of the disease in a particular area strongly limits the possibility of trade in animals and related products. It is of utmost importance that all imposed restrictions and measures are strictly observed,” the minister said. He reported the current situation in the affected areas and said that the government is worried because several flocks have not been euthanised, including one that has drawn public attention, with no virus found but located in the Voden village, where other samples gave positive result. The council in charge of the situation will meet to decide on when euthanasia in the region of Strandzha will be resumed, Porodzanov told reporters.

She said that people expect fair compensation of at least BGN 300 or 500, depending on the animal breed. “I have recommended to Minister Porodzanov that the ministry clerks go on site, talk to each farmer in this region, otherwise it isn’t fair to people,” she said.

The measures taken by the Bulgarian authorities on the outbreaks of ovine rinderpest are strictly in line with the European Commission’s recommendations and procedures, Commissioner for Health and Food Safety Vytenis Andriukaitis told Bulgarian reporters, Focus News Agency reports. “We should once again send a very clear message that such disease is very dangerous when animals have direct contact between them. But the human factor plays a very important role. It should be stressed to people that it is obligation to society to follow strict rules and procedures. Of course, it is very bad for people to see their animal slaughtered, but they should understand that these are necessary measures,” he said. “I want to raise a question about different rumours. It has nothing to do with bioterrorism. People should understand that we have a lot of diseases on ground because of the climate change. You remember that in 2010 there was an outbreak of foot-and-mouth disease and the Bulgarian veterinary authorities did a very good job. Then we had a next crisis when cows were affected with lumpy skin disease, but it was eradicated using EU support programmes. Now it is an expected outbreak of peste des petits ruminants (PPR). But let me reassure you once again: strict biosecurity measures, regionalisation, these are necessary measures,” the commissioner said.

Yambol. The Bulgarian Food Safety Agency (BFSA) has found ovine rinderpest in the town of Bolyarovo and a connection between this case and a recently registered case in the village of Kraynovo. The virus was found in a flock owned by a relative to a farmer in Kraynovo, where an outbreak was previously found, BFSA said. The agency ordered euthanasia, disinfection and an analysis of the movement of small ruminants, related products, byproducts, fodder and vehicles in the last three weeks before the initial doubts. It set a 3-km protection area around the farm in Bolyarovo and a 10-km area under observation.

Sofia. Within two days, tests will show if the ovine rinderpest virus has spread to other villages near the outbreak, Bulgarian Food Safety Agency (BFSA) Director Damyan Iliev said at a briefing after a meeting between ministries and institutions early this morning, Focus News Agency reports. Tests will be done every 21 days. “Within two days, it should be clear if the virus has spread to the nearby villages. It was a chaos there, and we cannot leave it without checking the whole area again,” Iliev said. The typification of the virus will be completed next week at the latest. Minister of Agriculture, Food and Forestry Rumen Porodzanov said that euthanasia for two flocks with confirmed rinderpest will be postponed for some time. The authorities expect more cases to be confirmed. The affected villages are under enhanced control, Porodzanov said.

Minister of Agriculture, Food and Forestry Rumen Porodzanov said that de minimis aid to sheep and goat farmers in the country will be increased to BGN 15 from the current BGN 7, Focus News Agency reports. “I was assured by the prime minister that we will receive additional funds in the autumn, so based on our budget estimates in the ministry we will be able to raise it to BGN 15, but not to BGN 20, which would be too much,” the minister said after a meeting with protesting farmers. The demands for state officials to resign will be met, Porodzanov added.
An hour earlier his deputy Tsvetan Dimitrov was dismissed, along with two other officials at the ministry and an advisor to the minister.

Sofia. If we do not stop the animal infection now, the damage will cost hundreds of millions, Prime Minister Boyko Borissov said before today’s government meeting in a reference to ovine rinderpest in Yambol and Burgas regions, Focus News Agency reports.
The authorities are dealing with the issue in line with the European and international practices, there is no other way, Borissov said with regard to euthanised cattle.
“Let’s calculate 1.3 million by BGN 190. And banned exports the next three years. And what the damage will be then for the country. We can easily say: “Leave them.” But then the entire sector will face the consequences,” he said, adding that the state will support the farmers to get new cattle and will pay for disinfection.

The State Fund Agriculture has approved an increase of de minimis aid to BGN 47 per sheep/goat for the farmers in the 7 municipalities in Yambol and Burgas with restrictions in place due to rinderpest. The aid comes in addition to the compensation for euthanised animals, the payment of which began on Monday for the villages of Voden and Kosti, the Ministry of Agriculture, Food and Forestry said.
The BGN 47 includes the increase of de minimis aid for the 7 municipalities from BGN 25 to BGN 40 per sheep/goat plus BGN 7 approved for sheep and goat farmers in the whole country on July 12.

Sofia. The orders by the Bulgarian Food Safety Agency’s (BFSA) director to declare ovine riderpest comply with the law, the Ministry of Agriculture, Food and Forestry said. By law, BFSA is to take measures against dangerous contagious diseases, including ovine rinderpest. In the event of dangerous contagious diseases, the measures are introduced in part of the country or the whole of it on a proposal from BFSA by order of the agriculture minister, coordinated with the minister of interior, which was done on Monday due to the outbreaks of rinderpest, the ministry said.
Regarding allegations that a central epizootic council must be set up, the ministry said that it must be done only in cases of contagious animal diseases that directly affect human health, which is not the case with ovine rinderpest, though it could cause great economic damage.

The state acted illegally regarding the cases of ovine rinderpest and Minister of Agriculture, Food and Forestry Rumen Porozhanov should resign, BSP leader Kornelia Ninova said after a meeting with the other parliamentary groups, Parliament Speaker Tsveta Karayancheva and institutions, Focus News Agency reports. At the meeting, BSP claimed that everything done so far is illegal because the law on veterinary medicine requires the central epizootic committee to be convened in this situation, Ninova said. The party also questioned the actual implementation of the measures. According to Ninova, there has been insufficient disinfection and the farmers were not informed. Citing the opinion of doctors and specialists from the centre to the agriculture ministry, Ninova demanded clarity if the disease is rinderpest. The Bulgarian Food Safety Agency has no doubt that there is rinderpest, its director Damyan Iliev said.

Sofia. The costs for disinfection in small farms will be covered by the state, Minister of Agriculture, Food and Forestry Rumen Porozhanov said in Nova TV’s Hello, Bulgaria show this morning. The payment of compensations started yesterday, initially for two affected areas. The sum amounts to nearly BGN 305,000, the average compensation per sheep and goat stands at between BGN 200 and BGN 329, the minister said. This was calculated based on the costs related to the killed animal and its market value, he explained. A company will be contracted under the public procurement law to disinfect small farms of up to 100-150 animals. The affected farmers could also receive additional compensation, a subsidy on force majeure and state aid.

The response by the Bulgarian Food Safety Agency (BFSA) was timely and the only possible on the basis of the guidelines of the International Organisation for Animal Health, Dr. Mihail Bashtavelov, Chairman of the Association of Veterinarians in Bulgaria, said in an interview with Focus News Agency in relation to the rinderpest outbreaks in the Burgas and Yambol regions. Asked if there is an option other than killing the animals, he said that vaccination is not recommended when a disease first enters the country because it cannot produce the necessary effect. “It is recommended in countries like Turkey, where the disease has been present for years,” Bashtavelov said. Asked about potentially imposing quarantine, he said: “The world veterinary law is unequivocal in the cases of sick animals or animals that have been in contact with the sick. In this particular case, this disease may last longer, so besides the action taken we cannot have any other option.”

Sofia. President Rumen Radev expressed concern about the government’s dealing with the outbreaks of ovine rinderpest in Strandzha. In a statement issued by his press office, the president said that the authorities have to answer why the affected farmers were not informed in detail and in advance in order to convince them of the measures taken and the protection of their interests. “The government has to answer if the mass-killing of healthy animals will remain the only measure to contain such crises in the future. Why there were no preventive measures such as quarantine, observation? Why is vaccination neglected,” the president said. He expects adequate compensation for the farmers and action to prevent similar crises in the future.

The measure aims to guarantee that BFSA is doing its job as agreed internationally and can be trusted in international trade, the official said. “Not only we but also our partner countries have to be sure that the virus cannot spread out of there. A quarantine on farms simply cannot provide this guarantee,” he said. The agency is still not sure about how the disease was imported to the Yambol region, he added.

Experts from the European Commission’s Directorate General for Health and Consumers (SANTE, formerly SANCO), invited by the Bulgarian Food Safety Agency’s (BFSA) Director, Damyan Iliev, are coming to Bulgaria today to check if the measures taken by the Bulgarian authorities to prevent the spread of ovine rinderpest are in line with the requirements laid down in the European law, BFSA said. The outbreaks of peste des petits ruminants, registered in late June for the first time in Bulgaria and the EU, have been the reason for a number of meetings and discussions at European level held by BFSA and SANTE.

Sofia. The Bulgarian Food Safety Agency (BFSA) has ordered measures to limit the spread of plague of small ruminants after an outbreak was registered in the Voden village in Bolyarovo municipality, Yambol region. On June 19, the national authorities confirmed the disease in farms in the village.
The samples have been sent to the CIRAD laboratory, France, for confirmation.
The disease is not dangerous to humans, but it is very dangerous for sheep and goats.
The measures include a 3-km protection zone around the affected farms, a 10-km observation area, and tracking of the movement of small ruminants, related products and by-products, forage and farm transport three weeks before the first indications.
