According to government sources, Tsipras' proposals also included greater support for first-reception countries in Europe, support for transit and origin countries and the replacement of the EU border agency Frontex with a powerful European border and coast guard.
The Greek prime minister expressed grave reservations, the sources said, regarding proposals for "closed-type" detention centres for refugees located outside the EU.
Tsipras noted that the migration and refugee issue was a European challenge that called for a European solution. Unilateral actions undermined Europe, did not lead to solutions and also strengthened anti-European and conservative approaches, he added.
He called for a multiple-level European initiative on this issue, at least by those that still wanted Europe to handle its problems collectively.
