Ognian Zlatev, EC Representation in Bulgaria: Penka the cow has shown that EU rules are designed to serve people

Sofia. Penka the cow has shown that EU rules are designed to serve people, Head of EC Representation in Bulgaria Ognian Zlatev said during Citizens' Dialogue “How to communicate Europe better?” Focus News Agency reports.
“There are several viewpoints in relation to Penka the cow – most importantly, solving the case the EU has shown that, on the one hand, there are rules that are fixed and accepted, but on the other hand, they are not written in stone and are made to serve people. The rules are created to protect the interests of the majority, but there is always a human side to the story, I am very pleased with the outcome,” Zlatev said, adding that in this case the EU managed to meet the needs of an individual citizen and to protect the public interest. “Two years ago, when there were outbreaks of contagious animal diseases, Bulgaria was the only country in the region - extremely susceptible to animal issues - that managed to tackle the situation. This is how we show that we can protect EU borders, and not just from migrants,” Zlatev said.
