Sofia councilors approve loan of EUR 67 million for RDF facility

Sofia. The City Council authorised the Municipality to contract a loan of EUR 67 million from a European bank for the construction of a refuse-derived fuel (RDF) facility, Focus News Agency reports. The proposal was approved with 35 votes in favour, 16 against and 6 abstentions after a heated debate of more than three hours.
The project, worth a total EUR 157.5 million, will be funded through EU grants and the loan, which will be for 19 years, including a 4-year grace period. The facility is expected to generate EUR 10 million a year.

Sofia. The RDF plant in Sofia will reduce fine particulate matter, nitrogen and carbon oxides, said Deputy Mayor of Sofia responsible for the green system, environment and land use Yoana Hristova, presenting the report of Mayor Yordanka Fandakova on a proposal for long-term municipal loan related to the implementation of a project for construction of combined heat and power (CHP) plant in Sofia that will use refuse derived fuel (RDF),” Focus News Agency reports.
The loan that the municipality will receive from the EIB for the financing of the installation will be provided to Sofia’s district heating network. It is expected that the plant will benefit the environmental as it will reduce emissions of carbon oxides, nitrogen oxides and fine particulate matter. The level of fine particulate matter will decrease by 9.6%, which is 6.2 tonnes per year, the nitrogen oxides will decrease by 46.7 tonnes and the carbon oxides by 87.2 tonnes per year. Hristova explained that the plant will combust 180,000 tonnes of fuel produced from wastes, generating electricity for 25,000 – 30,000 households and heating for 30,000 – 40,000 households. Deputy Mayor also said that the plant will enable the capital’s district heating company to keep the price of energy through all seasons, reducing its costs.
