Minister Temenuzhka Petkova: State participation in Belene NPP through NEK is best option

Sofia. The optimal and most appropriate option at this stage is state participation in the Belene NPP project through NEK, Minister of Energy Temenuzhka Petkova told bTV this morning. The related assets and liabilities would be set apart. “NEK will participate in the project with a contribution that will allow us to hold at least a blocking quota in the company. The state will be able to exercise control,” she said. “We are proposing no commitment for the state to providing state guarantee or long-term contracts for power purchase,” Petkova said. “Our idea is that the project should be developed entirely on market principles,” she added. According to her, other considered options such as the sale of the equipment, 100% state participation or the complete sale to a private investor imply a loss, high costs or risks for the state.

Sofia. Energy Minister Temenuzhka Petkova today submitted a proposal to the government to make an attempt for development of the Belene NPP project on market principles by selecting a strategic investor, without state guarantee and long-term power supply contracts, Focus News Agency reports. The related assets and liabilities at state-run power company NEK will be separated into another company, the minister told reporters. The procedure will show if the investor interest demonstrated within the last year is real, she added.
Commenting on the submitted report, she said that other studied options for sale of the equipment, only state or only private participation were less likely or less appropriate.

Parliament tells energy minister to draw up proposal for Belene NPP future

Sofia. The Parliament adopted a resolution proposed by GERB to instruct the Minister of Energy to present proposals by June 30 about the future of the Belene NPP assets, including a spinoff of the project’s assets and liabilities into a separate entity. This happened after today’s debate on nuclear energy policy, FOCUS News Agency reports. During the debate, MP Delyan Dobrev said that GERB’s opinion remained unchanged. “We believe that neither at the start of the project, nor at its halt, nor today the state could afford this project,” Dobrev said. BSP MPs said they wanted an effective solution for the project and linked it with the future of nuclear energy in Bulgaria.
