There are increasing indications that the government is negotiating with Russia about recognising some right to control the Bulgarian arms industry, former defence minister and former ambassador to NATO, Belgium and Luxembourg Boyko Noev told FOCUS News Agency
this morning. In his words, the Russian draft of the agreement states that Bulgaria shall terminate the manufacturing of arms, military equipment and related spare parts under the licences it obtained from the former USSR as part of inter-governmental agreements listed in the document. The draft text stipulates that Bulgaria must request written permission from Russia for any export to third countries of military production related to the pre-1989 agreements, Boyko Noev warned.
“To put it briefly, Russia is again seeking control over our arms industry, something it has been demanding with varying intensity for more than 15 years. No Bulgarian government has so far yielded to this pressure, and until recently the issue was actually removed from the agenda of the bilateral relations,” he added.
