The high number of strategic documents is an obstacle to their implementation, Pavel Ivanov, head of the Institute of Public Administration, said in an interview for FOCUS News Agency
. In Bulgaria, there are over 200 national and 265 municipal strategic plans. Additionally, there are regional plans as well. He explained that it is difficult to coordinate 200 documents and that in other EU countries like Poland and Czech Republic there are efforts to consolidate strategies. This allows the countries to focus on those policies they want to implement. Moreover, different institutions should elaborate strategies together.
Bulgaria also needs longer consultation periods for its public policies with the civil society, businesses and non-governmental organisations.
